good morning. thanks for joining us. i'm laura garcia-cannon. marla is off today. >> i'm jon kelley. it is a crash that changed one family's life forever and a push to change the law. >> that family is praising lawmakers and the governor for creating tougher restricts for party buses. we have christie smith who spoke with the family about the reaction to the new law. >> reporter: good morning, laura. doug and linda studebaker wrapped up the press conference. their 19-year-old son was killed after partying on a party bus. today, they are celebrating preside the fact that governor jerry brown signed the bill into law. it is called the brett studebaker law. he was three times the legal

limit in 2010. the bill now requires that party bus operators ask the person making the reservation if alcohol will be served and if anyone is under 21. they also have to check identification. none of this was required on the night that brett went out to celebrate a friend's birthday. >> i feel happy that something good can come out of something so bad. >> i think it's nicely put. we feel brett's presence quite a bit. we know that brett is smiling down on this day. >> reporter: now they spoke at the family home near the tree house that brett helped his father build. the law allows penalties against

the chaperon and driver and company for failing to comply. another bus in july heightened the need for all of this. if anyone underage is caught drinking, the trip is over immediately. the law takes effect in january of 2013. christie smith, nbc bay area news. the east bay private eye case gets back in court today learning his fate. christopher butler will be sentenced this afternoon. he pleaded guilty this year to seven felony charges, including felony possession. he admits to prostitution and drug purchases. new details into what the police found at the home of the elementary school principal arrested on drug charges.

police found ten hidden cameras, including one tucked in a teddy bear at eric lewis' home. police found meth and the date rape drug ghb. lewis was arrested on friday after alleging to meet an undercover police officer on a drug deal. he is now on leave from montague elementa elementary. the board of supervisors deciding when to hear the case of ross mirkarimi. they will hear the charges on october 9th. mirkarimi was suspendussuspende domestic violence charge against his wife. san francisco mayor ed lee is the one that filed the misconduct charge against mirkarimi, but the board could put him in the hot seat. the "san francisco examiner" say

officials claim the mayor perjerd himself. he said he never authorized any member of his staff to offer mirkarimi another job with the city. but former board president aaron peskin said his staff asked him to find him another job. peskin said mirkarimi agreed to step down if he agreed to be the under sheriff. president obama delivered some tough talk at the united nations this morning addressing the rioting in the muslim world. he called for a deeper look at the causes. nbc bay area steve handelsman has more on the president's remarks. >> reporter: laura, thanks. good morning. gorgeous day here in new york. president obama came here as a candidate in a middle of a tough re-election fight. president obama aimed his u.n. speech at u.s. voters to

signing a bill into law putting google's hands free cars on the roads in california. we have bob redell in mountain view. we know this is a cool technology, but the reality is there is privacy concerns as well. >> reporter: you are correct. good morning, jon. very cool technology that once perfected will allow you to sit as a passenger in the vehicle of a car and while you don't have anyone behind the wheel. of course, i have my trusted friend here. instead, you will have your computers and sensors and gps guiding you to the final destination safely is the idea. at 1:00 this afternoon, governor jerry brown will sign into law that will allow google to test self-driven cars on the road as long as someone is in the

driver's seat or someone to overri override. the dmv will govern the rules and regulations. google has been testing these cars in california for years logging 300,000 miles without an accident, according to the company. the company has needed special permission from local authorities to do so. that is no longer the case when this law takes effect. you mentioned privacy concerns. in the future, autonomous cars will share data to avoid collision on the road. talking about gps and sensor information. there is language in the law that deal was this. one consumer watch dog group doesn't think it goes far enough. backers believe autonomous cars will make the roads go safer considering most of the accidents on the roads are the

result of human error. reporting live, bob redell, nbc bay area news. scores for the s.a.t. for the class of 2012 have reached a four-decade low. according to the college board, scores declined among every racial group except of those of asian descent. 57% did not score high enough to consider likely success in college. many contribute the decline of record number of students taking the tests. more than 1.6 million high school seniors took the s.a.t., the highest number in the history of the exam. reading is the discussion as the education summit continues in new york. some schools are turning to technology. this school in tampa, florida, uses e-books. the school bought the tablets through a local company through

amateur video out of china claims to show the massive brawl that shut down the foxconn plant. 40 people were injured in the fight. there are still lingering signs of the riot. the factory is surrounded by police and so windows are smashed. foxconn is one of the companies that manufactures the iphone 5. the w.h.o. put out a global alert after a virus killed a man in saudi arabia. the unidentified virus is from
